Punjab policy on security
demanded

CHANDIGARH:
The
Punjab and Haryana High Court has directed the Punjab government to
“place on record” the policy being adopted to provide security to
those apprehending threats. A Division Bench comprising Justice M.M.
Kumar and Justice Sabina directed the government to “place on record
the policy for providing security to those who are facing threats
from terrorists or other elements...” The Bench observed: “We are
unable to substantiate the criteria for providing security at state
expenses.
If threat
perception is the basic criteria, as is projected by the state
counsel, in our opinion both Balbir Singh Maini, ex-minister-
cum-senior leader of SAD (B), and Avtar Singh Karimpuri,
ex-MLA-cum-state president of BSP (K), would not deserve the grant
of any security because there is no assessment of threat
perception”.
While referring
to a report of Punjab Additional Director General of Police
(Intelligence) to the ADGP (Security), the Bench pointed out that
this report only revealed that “these persons had to go to other
districts in the state for party work during odd hours. As such,
threat from bad elements to them could not be ruled out”.
