Raspberry honors list of Punjab officers, courtesy High Court

CHANDIGARH: This is how dirty secrets are forced out of the governmental closets. Several top officials in the Punjab IAS and IPS cadres are facing various investigations either by the CBI or Vigilance Bureau in civil or criminal cases. The list of these worthies was revealed when the Punjab government was forced to submit it before the High Court. 

There are at least 19 IAS officers facing such inquiries, while criminal cases are pending against five IAS officers. 

Among the IAS officers facing charges is Punjab Women’s Commission member secretary Sarvesh Kaushal, against whom a case was registered on July 18, 2007, by the Vigilance Department regarding Sarv Shiksha Abhiyan funds. Secretary, School Education, K.B.S. Sidhu;  Financial Commissioner, Animal Husbandry, S.C. Agrawal; and MD, Markfed, G.S. Grewal are  facing a CBI case regarding the establishment and development of Forest Hill Resorts at Karoran village in S.A.S. Nagar. 

Additional Resident Commissioner, Punjab Bhawan, Delhi, K. Siva Prasad is also facing a CBI case. Medical Education and Research Secretary Jagjit Puri is facing a VB probe for selling commercial land of the Tourism Department cheap. Transport Director Mandeep Singh is facing separate Vigilance and departmental inquiries. 

Principal Secretary Technical Education and Industrial Training Tejinder Kaur; State Transport Commissioner R. Venkatratnam; and Secretary, Parliamentary Affairs, S.S. Dhillon are facing criminal cases. 

+The other IAS officers facing Vigilance or departmental inquiries are Punjab Human Rights Commission Secretary B. Sarkar; G.S. Pirzada (on deputation); Lok Pal Secretary C.S. Srivastava; S.A.S. Nagar Deputy Commissioner H.I.S. Grewal, Special Secretary (Revenue) Khushi Ram, J.S. Maini (on deputation with Centre); Principal Secretary (Cultural Affairs) Dr Swarn Singh; Financial Commissioner (Appeals-II) Robin Gupta; Principal Secretary (Transport)  D. S. Jaspal; Commissioner (Surplus Pool) Dharam Vir; Secretary, Social Security and  Development of Women and Children, Harjit Singh; under-suspension Kirpa Shanker Saroj; SDM  (Chamkaur Sahib) Shruti Singh; and DC (Patiala) D.S. Grewal.  

The list submitted in the High Court, the Punjab government has also named 10 IPS officers against whom various cases are pending. The officers include former Punjab DGP S.S. Virk and Vigilance Director S. S. Saini (CBI case). DGP (Home Guards) K. K. Attri, DGP (Prisons) Mohammed Izhar Alam, ADGP (Crime) G. D. Pandey, and IGP (Rules) R. P. Singh are facing a  CBI inquiry into a wireless scam under investigation. Cases are also pending against Commandant, 80 Battalion, S. S. Sodhi; SSP (Faridkot) Paramraj Singh; IGP Rajinder Singh; and Devinder Singh Garcha (placed under suspension).
