Mann's letter on
jail conditions is now a petition

Chandigarh: A letter
which Sardar Simranjit Singh Mann wrote to describe the poor
condition of prisoners in Ludhiana Central Jail will now be treated
as a petition by the Punjab and Haryana High Court. The HC issued
the orders and a notice was issued to DGP (Prisons) and others for
October 30.
In a letter to Chief Justice Vijender Jain, Mann had said that
undertrials and prisoners in Ludhiana Central Jail were living in a
pitiable condition for years together. The letter claimed that the
Judges of the High Court were not carrying out regular inspection of
district courts and jails and no initiative was being taken for the
speedy disposal of pending cases.
Mann had said in his
letter that several prisoners had been languishing in the jail for
the past about 17 years, while others were not getting speedy trial.
The letter said there were many prisoners whose cases were at the
decisive stage in the court of an Additional Sessions Judge at
Ludhiana for the past four-five years. "There are prisoners who are
suffering from AIDS, tuberculosis and psychiatric problems, but not
getting adequate medical facilities," the letter added.
