High Court against High Court, so
Supreme Court stops judicial postings

New Delhi: Shorn
of all frills, this is a fight within the High Court. The
administrative side of the Punjab and Haryana High Court is fighting
it out with the judicial wing as its Registrar on Monday approached
the Supreme Court against an order allowing appointment of 30
candidates under scanner after it was found that the selection had
been rigged.
The Supreme
Court restrained the High Court from giving judicial postings to
candidates selected for the lower judiciary in Punjab through an
entrance examination, which was allegedly vitiated by corruption.
The bench headed
by Chief Justice K.G. Balakrishanan stayed the High Court order and
issued notices to the Punjab government and Punjab Public Service
Commission. The Registrar's plea is that the examination did not
inspire confidence.
“The High
Court’s concern is that the appointments must be above suspicion,”
he said, adding, “this is a judicial service.” The entire marking
system for the exams for 1998, 1999, 2000 and 2001 was doubtful as
the committee appointed to go into allegations of lapses found that
for an identical answer, there was variance in marks.
